The process of renewing the management mechanism in Vietnam has created a
breakthrough in private economic development, especially the development of SMEs. The SME
sector has truly contributed to Vietnam's rapid and sustainable economic development. This has
been affirmed in many Resolutions of the Communist Party of Vietnam and Decrees of
Vietnamese Government. Supporting SME development is important in the current context, as
Vietnam integrates into the world economy, and its enterprises participate in global value chains.
Considering the development process of SMEs in Vietnam in terms of scale and capacity, they
are very weak. If they fail to develop greatly enough and they operate inefficiently, it will be
difficult for them to compete and participate in the global value chain. Therefore, with the
promulgation of the policies of supporting SMEs in Vietnam, it will gradually remove
difficulties for SMEs, support the enterprises to continue to grow rapidly and sustainably in the
current context.
1. Overview of the SME support policies in Vietnam
Recognizing the importance of SMEs in the process of industrialization and
modernization, Vietnamese Government has started paying attention to SME development
support since 2001 by issuing Decree No. 90/2001/ND-CP on SME development support.
Through practical development, Decree No. 90/2001/ND-CP was replaced by Decree
56/2009/ND-CP. The implementation process of Decree 56/2009/ND-CP has revealed many
limitations, not yet promoting SMEs sustainably. Specifically: there have been many support
programs allocating support for each relevant ministry or sector to reduce the burden on
SMEs; However, this allocation has created overlap, lack of cohesion, causing difficulties for
SMEs.
Facing the trend of deeper and deeper economic integration, the increasingly fierce
competition requires Vietnam to have a uniform legal system to support SMEs' sustainable
development. By enacting the Law No. 04/2017/QH14 on Supporting SMEs with a variety of
supporting contents and regulations binding responsibilities of entities from State management
agencies to enterprises themselves, it shows that SME support is more systematic and closer.
Immediately after the Law No. 04/2017/QH14 was promulgated, the Government
drastically directed ministries and agencies to urgently develop documents to implement the Law
and issued 4 related Decrees to implement the Law, including: Decree 39/2018/ND-CP dated
March 11, 2018 detailing a number of articles of the Law on SME Support; Decree 38/2018/ND-
CP dated 11/3/2018 prescribing about investment for creative start-up SMEs; Decree No.
34/2018/ND-CP dated March 8, 2018 on establishment, organization and operation of the Credit
Guarantee Fund for SMEs; Decree No. 39/2019/ND-CP regulating the organization and
operation of the SME Development Fund.
Based on these Laws and Decrees, ministries and agencies have developed and issued the
Circular No. 132/2018/TT-BTC dated December 28, 2018 by the Ministry of Finance, guiding
the implementation of a number of policies on accounting regime for super-small
enterprises; Circular No. 45/2018/TT-NHNN by the State Bank dated December 28, 2018,
guiding credit institutions in guaranteeing loans of Credit Guarantee Funds under the provisions

of Decree No. 34/2018/ND-CP dated March 8, 2018 of the Government; Circular No.
32/2018/TT-BLDTBXH dated December 26, 2018 of the Ministry of Labor, Invalids and Social
Affairs on supporting vocational training for workers in SMEs; Circular No. 15/2019/TT-BTC
dated March 18, 2019, guiding financial management mechanisms and evaluating the
performance of credit guarantee funds for SMEs; Circular No. 57/2019/TT-BTC dated August
26, 2019, guiding the mechanism of handling risks for credit guarantee funds for SMEs.
SME supporting policies under the provisions of the Law No. 04/2017/QH14 focus on
two basic groups with the following main contents:
Firstly, the general policy group:

supported by agencies, organizations and individuals to formulate feasible production and
business plans, enhance management capacity, management skill, and corporate financial
transparency to improve their access to credit; SMEs are granted credit guarantees at SME Credit
Guarantee Fund.
- Tax and accounting support: SMEs can apply corporate income tax rate that is lower
than the ordinary tax rate for a period of time; micro enterprises are allowed to apply tax
administrative procedures and simple accounting regime.

promotion, networking of creative start-ups, attracting investment from creative start-up
investment funds; support for commercialization of scientific research and technological
development results, and the exploitation and development of intellectual property.
- Support for SMEs to participate in industry and value chain clusters: Intensive training
in production technology and techniques; consultancy on standards, technical regulations,
measurement, quality, product development strategies according to industry clusters and value
chains; Provision of information; support for brand development, expansion of product markets
of industry clusters, value chains; support for production of testing, inspection and certification
of product quality of enterprises in industrial clusters and value chains; support for application,
transfer of technology, commercialization of scientific research and technological development
results, exploitation and development of intellectual property, attracting investment from the
Creative Start-up Investment Fund.
2. Results of implementing SME supporting policies
Based on the legal framework guiding the SME Support Law, many localities have issued
resolutions, programs, plans and schemes to support SMEs in the area. In particular, some
localities have been very drastic in SMEs supporting work, allocating local funding in 2018 to
implement SME supporting policies in places such as Bac Giang, Ha Tinh, Hanoi, Quang Ninth,
Thanh Hoa, Dong Thap, etc. A number of provinces/cities have been very proactive and creative
to issue specific policies to meet the practical requirements of SME development in the area. For
instance, Hanoi City supports new businesses in the area on the cost of the first time information
disclosure, seal making fee with a 1-year free consultation on tax finalization procedures for
businesses. Long An province supports businesses startup tax administrative procedures when
they were newly established and businesses have been transformed from household businesses
quickly and conveniently [1].
SME supporting policies promulgated in accordance with the SME Support Law and
implemented with the following positive changes:
- Supporting access to credit: In 2018, lending interest rates for SMEs continue to be stable
at low levels (maximum short-term lending interest rate is 6.5%/year). By the end of October
2018, the credit for the SME sector was over VND 1.25 million, increased by 12.2% compared
to the end of 2017, the number of SMEs with outstanding loans at credit institutions reached
193

IN VIETNAM IN THE CONTEXT OF INDUSTRIAL REVOLUTION 4.0
nearly 185,000 businesses [1]. Vietnam's 'Access to Credit' index in 2018 was ranked by the
World Bank 29/190 (reaching 75/100 points), up 3 places and ranked 4th in ASEAN [11].
- Tax and accounting support: A simple accounting regime for micro-enterprises was
issued and took effect on February 15, 2019. Although there are not specific regulations on CIT
incentives for SMEs, many localities have been very proactive in implementing a number of
activities to support tax administrative procedures for businesses as well as supporting newly
established businesses about accounting software. For example, Long An province supports
businesses with start-up tax administrative procedures when they are newly established and
businesses have been transformed from household businesses quickly and conveniently; 16
points were established to support start-up businesses in the province, to provide information,
and to provide free support for businesses on tax-related issues. Many localities (Ninh Thuan,
Dac Lac, Quang Ngai, Thanh Hoa, Thua Thien Hue, etc.) continue to implement the program of
giving accounting software to newly established businesses (in cooperation with Misa). In
addition to providing accounting software, Hanoi City also provides 1 year free consultation on
tax finalization procedures for businesses.
- Supporting production land: Many localities have actively promulgated guidelines and
policies to support the land rent price for SMEs in industrial parks and industrial clusters in the
area. Typically, Bac Kan province supports 50% of the rent price (infrastructure price) for SMEs
in industrial parks and industrial clusters in the province, but the maximum does not exceed
VND 200 million per enterprise per year [9]. Vinh Phuc Province has issued a policy of
supporting the land rent price for SMEs in industrial clusters, accordingly SMEs will be
supported 10% of the land rent price for a period of 5 years from the time of signing the land
lease contract, maximum support level is 2 billion VND per enterprise [10].
- Technology support: In 2018, the program for scientific development and the technology
market (Science and Technology) by 2020 has supported 40 missions with a cost of 114 billion.
The program for supporting the formation and development of science and technology
enterprises has supported 22 enterprises with a budget of more than VND 50 billion. The
National Technology Innovation Fund has selected 184 tasks among which were approval and
evaluation of funding for 79 missions with a budget of nearly VND 1 trillion [1]. The
Government issued Decree 13/2019/ND-CP on science and technology enterprises as a legal
basis to better support technology for SMEs.
- Supporting human resource development: The Ministry of Planning and Investment has
launched an online training portal for SMEs, providing quality lectures on business start-ups and
corporate governance for free. In 2018, the central budget supported training for nearly 4,000
business start-up students, 14,000 corporate governance students of SMEs, and 700 local
officials who do the work of supporting SMEs [1].
- Supporting SMEs to convert from household businesses: Decree 108/2018/ND-CP
amends and supplements some articles of the Government's Decree No. 78/2015/ND-CP of
September 14, 2015, on enterprise registration, supplementing the regulations on enterprise
establishment on the basis of conversion from household businesses. Accordingly, the

registration of establishment of an enterprise on the basis of conversion from a household
business shall be conducted at the Business Registration Office in the locality where the
enterprise intends to locate its head office.
- Supporting SMEs to creative start-up: Continuing to promote strong entrepreneurship and
innovation, the Ministry of Planning and Investment has chaired and coordinated with ministries,
localities and the business community organizing the Program of Connecting Vietnam
Innovation Network 2018. Besides, the project to build the National Innovation Center is being
finalized by the Ministry of Planning and Investment. The Ministry of Science and Technology
continues to implement activities within the framework of the Project "Supporting national
innovation and innovation start-up ecosystem to 2025" (Project 844). The Ministry of Education
and Training, the Ministry of Labor, War Invalids and relevant agencies are speeding up the
implementation of Decision No. 1665/QD-TTG dated October 30, 2017, on the approval of the
Project "Supporting students and students startups to 2025‖. Many localities have developed
separate support plans for SMEs to creative start-up (Ninh Binh, Vung Tau, Hung Yen, Ha Tinh,
Hanoi, Can Tho, Binh Phuoc, Thua Thien Hue, etc.). In particular, in 2018 a locality established
a Start-up Fund (Binh Phuoc) and in that year received and reviewed 4 applications for loan
eligibility. Can Tho has organized more than 30 events with many topics on Entrepreneurial
Ecosystem [1].
3. Some limitations and causes
Besides the achieved results, the implementation of the SME supporting policies in
Vietnam since the SME Support Law came into effect still has some limitations as follows:
Firstly, some policies to support SMEs have not been implemented in practice due to
incomplete legal regulations.
- Support policies on corporate income tax, non-agricultural land use tax, accounting regime
for micro-enterprises, and etc. are stipulated in the SME Support Law but have not immediately
been applicable in practice as there is first the need for specific guidance to relevant specialized
legal documents or detailed guiding documents.
- The mechanism to support access to capital for SMEs through the guarantee of credit
guarantee funds, the capital support of the SME Development Fund has not been achieved as
expected because the legal documents guiding the implementation of the Decree No.
34/2018/ND-CP and Decree No. 39/2019 /ND-CP are incomplete.
Secondly, some policies are not attractive enough, supporting resources are not enough to
implement policies to support SMEs.
- Although the SME Support Law provides relatively comprehensive policies to support
SMEs from basic to focused support. However, in reality the support policies, especially
supporting businesses to convert from household businesses, are not attractive enough to
encourage household businesses to convert to businesses. The transformation from household
businesses to enterprises without changing much in size, only the form of organization (quantity
rather than quality) leads to businesses not wanting to convert. Namely,Vinh Phuc in 2018 only
had 1 household business convert to an enterprise while Phu Yen converted 2 businesses [1].
195
INTERNATIONAL CONFERENCE: DEVELOPMENT OF SMALL AND MEDIUM ENTERPRISES
IN VIETNAM IN THE CONTEXT OF INDUSTRIAL REVOLUTION 4.0
- Resources for implementing support policies are primarily limited due to localities not
being proactive in arranging funding support according to regulations. The majority of localities
have developed plans, programs, or schemes to support SMEs in accordance with the law but
have not yet allocated funding for implementation. However, the central resources also have not
been proactively focusing on implementing some key policies.
Thirdly, the results of implementing the SME support policy have not met the
expectations of the SME community.
- Although the Government has issued Decrees No. 38/2018/ND-CP, 39/2018/ND-CP,
and 34/2018/ND-CP guiding the implementation of the SME Support Law and Directive No.
15/CT-TTG on June 15, 2018, the Ministry of Planning and Investment also issued official
dispatch of guidance but most ministries, branches, and localities are still confused about
developing SME support programs and schemes. By the end of 2018, only 29/63 (less than 50%)
of localities have implemented the formulation of SME support schemes and plans according to
the SME Support Law; in which, about 20 localities have approved the schemes and plans. Yet,
very few localities have allocated budgets for implementation [1].
- Some specialized ministries such as the Ministry of Science and Technology, the
Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development, and the
Ministry of Information and Communication have not been proactive in developing a scheme to
support SMEs in the field nor the management industry.
Fourth, accessibility to SME support policies under the SME Support Law is still very
limited.
- The process, procedures for considering, selection and appraisal of state budget funds
have generally been improved; However, they are still quite cumbersome. Many procedures are
causing anxiety for businesses when participating in the State's support programs and schemes.
SMEs still face many difficulties and limitations in implementing procedures according to the
State's process, especially for payment and settlement.
- SMEs still find it hard to access information on support policies because support
programs are currently scattered in agencies, ministries, and localities. Enterprises have not yet
realized that there is a unified focal point to synthesize and provide information on support
policies for SMEs. Meanwhile, the construction of the National Portal for SME support has not
been implemented.
- The restriction stems from SMEs themselves, such as a small scale of capital, limited
equity and financial capacity, inadequate corporate governance, lack of feasible business plans,
inaccurate data, and lack of or insufficient documentation of collateral has reduced the
accessibility of SMEs to credit support policies, participating in value chains, linking with large
enterprises, FDI enterprises.
Fifth, the monitoring and evaluation of the development of SMEs are facing difficulties
because the database of enterprises and the number of employees participating in social
insurance have not been placed under unified management.
196
HỘI THẢO QUỐC TẾ: PHÁT TRIỂN
DOANH NGHIỆP NHỎ VÀ VỪA CỦA VIỆT NAM TRONG BỐI CẢNH CUỘC CÁCH MẠNG CÔNG NGHIỆP 4.0
According to the Law on SME Support, SMEs are determined by the criteria of the
average number of employees participating in social insurance and one of the two criteria of total
capital or turnover of enterprise. Currently, information and data on the criteria for determining
the size of businesses are managed by different agencies. Specifically, the information about
employees participating in social insurance is managed by Vietnam Social Insurance;
meanwhile, the enterprise database is managed by the business registration agency and the tax
authority according to the enterprise code. Statistics on enterprises are conducted with a total
population investigation by the General Department of Statistics with an enterprise survey every
5 years (the most recent one is 2016). In which, there is information about the number of
employees participating in social insurance of enterprises. But in 2017, 2018, and on, there aren‘t
total population studies but only sample studies if the results of the expansion of social insurance
contributions will not entirely be accurate. Thus, having data to assess the overall development
of the whole SME sector according to the criteria set out in the SME Support Law (for example,
how many enterprises are SMEs, classified by micro, small, medium ... and other indicators of
revenue, profit/loss, budget contribution) at the present time are not feasible.
4. Solutions and recommendations
In order to solve difficulties for SMEs in the coming time, ministries, branches and
localities should promote the effective implementation of SME supporting policies under the
SME Support Law. Each ministry, branch and locality must identify its own responsibilities in
presiding over, elaborating or implementing at its own level, ensuring the uniformity in state
management in order to support SMEs as much as possible. Ministries, branches and localities
should focus on the following solutions:
Firstly, it is necessary to continue to complete the legal basis for the implementation of
SME supporting policies.
(i) The National Assembly should studied and soon issued tax incentives for SMEs in the
following direction: Specify terminable preferential tax rates for SMEs in accordance with the
SME Support Law (expected to apply the 15-17% tax rate); Business households with turnover
of over VND1 billion/year, business households employing 10 or more regular employees have
to register for establishment of enterprises operating under the Enterprise Law; Enterprises
which convert from business households and enterprises with turnover of less than VND3 billion
may choose the usual tax calculation method or the tax calculation method according to the
turnover rate.
(ii) The Government should issue a Resolution guiding and supplementing the policies
prescribed in the SME Support Law, in which adding four areas: business investment in
incubator, technical establishment, co-working space for SMEs which are creative start-ups and
distribution chain for SMEs to the list of Investment Incentives in accordance with the
Investment Law.
(iii) The Ministry of Finance should promulgate a simple accounting standard for
businesses converted from business households and micro-enterprises; Circular guiding Decree
No. 39/2019/ND-CP; Circular guiding the financial mechanism helping advise SMEs; Circular
197
INTERNATIONAL CONFERENCE: DEVELOPMENT OF SMALL AND MEDIUM ENTERPRISES
IN VIETNAM IN THE CONTEXT OF INDUSTRIAL REVOLUTION 4.0
guiding the management and use of state budget to support the development of human resources
for SMEs.
(iv) The Ministry of Planning and Investment should study, identify the target, object and
focus of support to formulate and implement SME supporting plans and programs nationwide;
preside over and coordinate with other ministries and ministerial-level agencies in allocating
investment capital for supporting SMEs; be the focal point for consolidating and providing
information on SME supporting policies.
(v) The Ministry of Science and Technology should promulgate a Circular guiding the
establishment of incubators, technical establishment and co-work space in accordance with the
SME Support Law; promulgate criteria to recognize organizations and individuals eligible for
technology transfer services in science and technology sector in order to support SMEs.
(vi) The Ministry of Labor, War Invalids and Social Affairs should guide localities to
implement provisions on vocational training support for workers in SMEs.
(vii) The Ministry of Natural Resources and Environment should preside over, and
coordinate with the Ministry of Finance in studying to promulgate or submit to the Government
for promulgating specific provisions on exemption and reduction of land rent for development of
industrial clusters according to law on land; review, study and propose additional incentive
policies on land for projects of manufacturing supporting products in the field of agriculture,
forestry and fishery for SMEs.
Secondly, it is necessary to promote the construction and effective implementation of the
content, programs and schemes for SME support.
(i) For ministries, branches and localities: Accelerating the synchronous reform of
administrative procedures from the tasks proposal, content, selection and management of the
results of tasks, scheme and projects to facilitate SMEs to participate in support programs and
projects of the State. Proactively balance and allocate funding for implementation of SME
support schemes and programs in the socio-economic development plans of ministries, branches
and localities.
(ii) The Ministry of Planning and Investment needs to study, preside over and coordinate
with localities to implement investment supporting policies in establishing SME incubators and
co-working space supporting creative start-ups, technical establishment supporting SMEs,
distribution chain for SMEs; support SMEs to participate in business cluster, value chains in
several sectors and areas with local advantages; build a national portal for SME support.
(iii) The Ministry of Agriculture and Rural Development, the Ministry of Industry and
Trade, the Ministry of Science and Technology, and the Ministry of Information and
Communications study, develop and implement schemes supporting SMEs to join business
cluster and value chains in several sectors and areas: agriculture, supporting industry, science
and technology, information and communication,...
(iv) The Ministry of Industry and Trade promotes the seminars to guide SMEs to
participate in the distribution system, collaborate with modern, medium and large retailers in the
domestic market such as Saigon Co-op, Satra, Vinmart, Big C, Aeon,...
198

DOANH NGHIỆP NHỎ VÀ VỪA CỦA VIỆT NAM TRONG BỐI CẢNH CUỘC CÁCH MẠNG CÔNG NGHIỆP 4.0
(v) The Ministry of Science and Technology urgently put into use the Information
Technology and Equipment Transaction to support the connection of research institutes and
universities with enterprises, helping to quickly bring research results into production and life.
At the same time, they also promote activities of providing science and technology for SMEs.
(vi) The Ministry of Planning and Investment, the Ministry of Finance and Social
Insurance of Vietnam should study and formulate a mechanism to coordinate and share
information on enterprises, synchronously implement enterprise codes (business registration, tax,
social insurance) in order to save time and costs for businesses and serve as a basis for
developing data on SMEs in accordance with the SME Support Law.
(vii) For People's Committees of provinces and centrally-administered cities:
+ It is necessary to focus on developing projects to support SMEs in sectors and areas
with local advantages; focus on supporting creative start-ups, promoting business households to
transform into businesses, supporting SMEs to join business cluster and value chains.
+ Pursuant to the Adjustment of Land Use Planning to 2020 and the National Land Use
Plan for last term (2016-2020) that have been approved by the National Assembly and the
Adjustment of Land Use Planning to 2020 and the Land Use Plan for the last term (2016-
2020) at the provincial level approved by the Government to organize the preparation and
approval of the Adjustment of Land Use Plan to 2020, the annual district-level land use plan,
in which industrial cluster land for centralized processing of agriculture, forestry and
fisheries shall be allocated to satisfy the demand for the supporting industries development in
line with actual demand.
Thirdly, strengthen the propaganda, dissemination and training on SME supporting
policies..
(i) The Ministry of Planning and Investment continues to preside over and coordinate
with other ministries, branches, localities and business associations to promote the propaganda,
dissemination, guidance and implementation of the SME Support Law and the guiding Decrees;
organize training courses to improve the capacity of managers and support SMEs at the central
and local levels.
(ii) Ministries, branches and localities actively organize seminars, conferences, forums,
combine with media, mass media to propagate and disseminate new SME supporting; promote
dissemination and training activities to district, commune/ward levels, especially policies
supporting SMEs transformed from business households, creative start-ups,…
(iii) Business associations continue to promote coordination with the authorities at all
levels to propagate and disseminate supportive policies of the State, consult and support member
enterprises through legal consultancy, information connection and training to strengthen business
administration capacity.
In conclusion, it may be affirmed that at present, Vietnam has a system of SME
supporting policies basically synchronized in all stages. The next issue is the organization of
bringing supporting policies to SMEs. The effectiveness of supporting policies depends not only
on the State management agencies but also on the SMEs themselves. Therefore, SMEs must take

advantage of supporting policies and grow on their own to compete in the context of deeper and
wider economic integration.
